About the South African Revenue Service (SARS)

The South African Revenue Service (SARS) is the nation's tax collection authority. Established as an autonomous agency, we are responsible for administering the South African tax system and customs services. Our primary goal is to collect all national taxes and duties to support the country's growth and development.

Role Purpose

We are looking for a professional Buyer to provide expertise and support in our procurement operations. You will manage the process of buying goods and services (valued between R2,000 and R1,000,000) using the three-quote system. Your role ensures that SARS receives the best value for money while following all government and internal regulations.

Key Responsibilities

  • Procurement Management: Request and analyze quotes, negotiate with suppliers, and manage the Request for Quotation (RFQ) process to find the best procurement sources.
  • Process Support: Help business units create requisitions for goods and services by providing advice on descriptions and pricing.
  • Compliance & Reporting: Ensure all purchasing activities follow SARS policies and National Treasury requirements. Prepare and submit compliance reports as needed.
  • Supplier Relations: Build strong relationships with vendors and manage the expediting process to ensure suppliers are paid within 30 days.
  • Operational Improvement: Identify ways to improve procurement processes, manage risks, and resolve queries efficiently.

Requirements

Candidates can qualify through one of the following two paths:

Option 1:

  • A Diploma (NQF 6) in Supply Chain Management or a related field.
  • 3–4 years of experience in a Supply Chain environment, including at least 1–2 years at a professional/knowledge worker level.

Option 2:

  • A Senior Certificate (Matric/NQF 4).
  • 6 years of experience in Supply Chain management, including at least 1–2 years at a professional/knowledge worker level.

Technical Skills and Competencies

  • Financial Acumen: Ability to understand financial statements, perform supplier risk assessments, and manage budgets.
  • Procurement Knowledge: Deep understanding of the 80/20 evaluation process, B-BBEE principles, and government procurement legislation.
  • Soft Skills: Strong negotiation skills, analytical thinking, attention to detail, and a commitment to high ethical standards (honesty and integrity).
  • Communication: Ability to build productive working relationships with team members and external stakeholders.
