Role Overview

We are seeking a highly skilled Group Chief Financial Officer to lead our Finance Department. The successful candidate will be responsible for the municipality’s financial health, ensuring strategic planning translates into effective service delivery while maintaining strict compliance with regulatory standards.

Key Responsibilities

• Strategic Leadership: Turn organizational goals into operational plans and ensure financial sustainability for the municipality and its entities.
• Financial Management: Develop and manage the annual budget, treasury functions, and overall financial operations.
• Compliance and Reporting: Ensure all statutory reporting and accounting practices meet GRAP and IFRS standards.
• Operational Oversight: Manage revenue collection, debt management, asset tracking, financial accounting, and payroll administration.
• Supply Chain: Oversee procurement processes and supply chain management to ensure transparency and efficiency.
• Stakeholder Relations: Provide expert financial advice to the Council and maintain professional relationships with service providers and legislative bodies.
• Team Management: Lead and mentor finance teams, setting high performance standards and ensuring policy compliance.

Requirements

• Education: A Degree in Finance, Accounting, Economics, or an equivalent NQF Level 7 qualification.
• Certification: Must be a qualified and registered Chartered Accountant (CA) SA.
• Experience: At least 10 years of experience in a financial environment, with a minimum of 5 years in a middle-management role.
• Technical Knowledge: Deep understanding of financial legislation and extensive experience implementing accounting standards like GRAP and IFRS.
• Skills: Strong leadership abilities, excellent problem-solving skills, and high levels of personal integrity.
• Communication: Advanced project management skills and the ability to communicate effectively with diverse stakeholders.
