Job Overview

The Senior Manager for HR Cluster Support will lead and direct human resources functions at a departmental level. This role involves aligning HR strategies with organizational goals, managing people operations, and acting as a change agent to ensure high performance and efficiency across the municipality.

Minimum Requirements

• Matric certificate.
• A Bachelor’s Degree in Social Science, Humanities, or a relevant NQF Level 7 qualification.
• An Honours Degree is considered a strong advantage.
• At least 8 years of experience as an HR Generalist within a large, complex organization.
• A valid driver’s license.

Core Responsibilities

• Plan and manage tactical HR operations to ensure seamless and effective service delivery at the departmental level.
• Lead end-to-end HR functions, ensuring all processes are accurate, compliant, and focused on staff development.
• Align HR strategies with broader departmental goals to support business partnering in a high-pressure environment.
• Oversee all aspects of people management to ensure human capital is used effectively and efficiently.
• Serve as a change agent, implementing technological systems and administrative improvements to modernize HR practices.
• Communicate complex HR information clearly to staff at all levels to add value and help resolve critical organizational issues.
• Attend meetings and collaborate with various departments across different regions as required.
