About SARS

The South African Revenue Service (SARS) is the nation’s tax collecting authority. Established as an autonomous agency, we are responsible for administering the South African tax system and customs service. Our primary goal is to collect national taxes and duties to help the country grow.

Job Purpose

We are looking for two experienced specialists to lead our organisational effectiveness and change management initiatives. In this role, you will develop tools and strategies that help our teams adapt to change, support business objectives, and align with the organization's vision and values.

Minimum Requirements

To be considered for this role, you must meet one of the following criteria:

  • Option 1: A Bachelor’s Degree or Advanced Diploma (NQF 7) in Business Administration, Management, Industrial Psychology, or Human Resources, plus 8–10 years of experience in Change Management (including 3–4 years at a specialist level).
  • Option 2: A Senior Certificate (Matric/NQF 4) plus 15 years of experience in Change Management (including 3–4 years at a specialist level).

Key Responsibilities

Process and Strategy:

  • Identify and recommend improvements for specialist systems and procedures.
  • Develop and implement change management plans that align with our operational goals.
  • Analyse business data and produce reports to help management make informed decisions.
  • Lead the implementation of innovative practices across the internal value chain.

Partnerships and Consultation:

  • Build strong partnerships with the Executive Team and HR specialists to drive change initiatives.
  • Provide expert advice to project managers to ensure staff buy-in and successful adoption of new projects.
  • Facilitate strategic planning sessions to help departments clarify their goals.
  • Work with external consultants to ensure their work aligns with our internal culture and needs.

Governance and People:

  • Ensure all activities follow compliance policies and manage potential risks.
  • Promote a culture of continuous learning and share specialist knowledge with the team.
  • Manage costs and follow financial guidelines within your area of responsibility.
  • Support team building and help resolve workgroup conflicts to maintain a healthy work culture.

Required Skills and Competencies

Technical Skills:

  • Expertise in Change Management and Organisational Design.
  • Strong knowledge of HR policies and procedures.
  • Ability to improve operational efficiency.
  • Professional reporting and business analysis skills.

Behavioural Skills:

  • Analytical thinking and attention to detail.
  • Honesty, integrity, and transparency.
  • Excellent relationship management and networking abilities.
  • Strong problem-solving and stakeholder engagement skills.
