About the South African Civil Aviation Authority (SACAA)

The SACAA is the official agency of the Department of Transport responsible for overseeing civil aviation safety and security. Established to ensure the growth and safety of the local aviation industry, the Authority maintains high standards in line with international regulations.

Role Purpose

The Testing Standards Officer (TSO) Pilot is responsible for maintaining high licensing standards and regulations for all aircrew. This role involves overseeing flight examiners, managing radio telephony standards, and monitoring the ethics and discipline of pilot instructors. You will provide technical expertise to the industry, participate in national aviation forums, and ensure all training and assessments meet legal requirements.

Key Responsibilities

1. Regulatory Development
  • Work with management to develop and implement Civil Aviation Regulations (CARs) and Technical Standards (CATS).
  • Ensure all local regulations remain compliant with international standards (ICAO).
2. Operational Management & Oversight
  • Conduct audits and inspections to ensure flight schools and examiners are following the law.
  • Monitor the activities of flight instructors and examiners to maintain safety and professionalism.
  • Investigate cases where regulations are not followed and recommend corrective actions.
  • Review and approve training manuals and procedures.
3. Technical Support
  • Assist with the processing of pilot licenses and the conversion of foreign licenses.
  • Provide expert advice to various departments regarding accident investigations and enforcement issues.
  • Review applications for military flight experience accreditation.
4. Design of Training & Testing Standards
  • Develop and update the curricula and syllabi for flight crew licenses.
  • Design the exam questions and practical test standards used for pilot certifications.
  • Create technical guidance materials to help the industry improve training quality.
5. Industry Liaison
  • Act as a professional representative of the SACAA at workshops and conferences.
  • Work with industry stakeholders to solve problems and improve aviation standards.
  • Communicate updates to the industry through official notices and website content.

Requirements

Minimum Qualifications:
  • Grade 12 (Matric).
  • Commercial Pilot License (CPL) with a Grade II Instructor Rating, or an equivalent SA Air Force Flight Instructor Rating (Category B).
Ideal Qualifications:
  • Airline Transport Pilot License (ATPL) with a Grade I Flight Instructor Rating (or SAAF Grade A).
  • Extensive knowledge of aviation training administration.
Experience:
  • At least 300 hours of experience as a Grade 2 Flight Instructor.
